Star Atlas DAO passes first two governance proposals

In a historic day for Star Atlas governance, the citizens of Galia voted to pass the first two proposals for the Star Atlas DAO. Over the last two weeks, voters took to the figurative ballot box to cast their votes.

Both measures passed by a large margin of votes. PIP-1: The Framework for the Star Atlas DAO, passed in a landslide with 118 million Polis voting power in support. 51 million Polis voting power voted against the measure with the main argument being that the proposals lacked the specificity required to administer proper governance. Additionally, citizens were concerned that the proposals gave too much power to the Foundation, and that voter’s rights were not adequately represented.

At one point mid-way through voting, the were more votes against the the proposals than for it. However, a late surge in votes pushed the proposals definitively past the 50% majority threshold required for passage.

PIP-2: The Star Atlas Foundation passed by a slightly narrower margin with 100 million Polis voting power in support against 69 million against. PIP-2 outlines the scope, roles, and responsibilities of the Star Atlas Foundation, a legal entity that represents the DAO in legal matters within the physical realm.

Voter turnout for both proposals was 894 and 852 respectively. Its important to note that citizens can hold Polis across multiple votes and that a single individual can account for multiple votes. Given the nature of the blockchain, voter fraud concerns are near zero, but it does raise valid discussion on various ways to measure voter participation.

A comparative average of multiple DAOs across blockchain communities find that 20% participation is the mean average for DAOs. This is slightly lower than traditional electoral systems where the average voter turnout is approximately 35% for non-primary elections and generally above 60% for general elections.

The Council on Foreign Relations, a peer-reviewed academic journal, measures voter turnout and generally ascribes good voter participation rates in the 70th percent ranges.

Voters now head back to voting box to vote on PIP-3 and PIP-4. PIP-3 established the Star Atlas Council, an elected body of Star Atlas citizens who assist the DAO in the law making process. PIP-4 establishes the Star Atlas Ecosystem fund, a budgetary line of allocation of the DAO treasury to fund community driven Star Atlas projects that intend on expanding the ecosystem.
